Check with the Daycare Woman not the man to find out when her husband is looking for you. That will tell you that there is an egg waiting for you. Save the game before you talk to him. That way, if the egg hatches a male Horsea, you can restart the game and receive the egg again.
You can keep doing this until you get the female Horsea you wanted. Unless you don't mind possibly hatching a bunch of male Horsea before getting your female, do NOT save until after you hatch the egg.
